Rename docker compose files to include 'docker-compose' (#4995)

* Renamed local.yml to docker-compose.local.yml

* Renamed production.yml to docker-compose.production.yml

* Rename docs.yml to docker-compose.docs.yml

* [pre-commit.ci] auto fixes from pre-commit.com hooks
