file: add handling of native AmigaOS paths

Browse Source 
On AmigaOS 4.x, handle native absolute paths, whilst blocking relative
paths. Also allow unix style paths if feature enabled at link time.

Inspiration-from: Michael Trebilcock

Closes #9259
