Add span_id to Span.char_span, update Doc/Span.char_span docs (#12196)

* Add span_id to Span.char_span, update Doc/Span.char_span docs

`Span.char_span(id=)` should be removed in the future.

* Also use Union[int, str] in Doc docstring
