Clean up Vocab constructor (#12290)

* Clean up Vocab constructor

* Change effective type of `strings` from `Iterable[str]` to `Optional[StringStore]`
  * Don't automatically add strings to vocab
* Change default values to `None`
* Remove `**deprecated_kwargs`

* Format
