Update Vietnamese tokenizer (#8099)
* Adapt tokenization methods from `pyvi` to preserve text encoding and
whitespace
* Add serialization support similar to Chinese and Japanese

Note: as for Chinese and Japanese, some settings are duplicated in
`config.cfg` and `tokenizer/cfg`.
