Decompression bomb check fix
^^^^^^^^^^^^^^^^^^^^^^^^^^^^
Opening an image with a zero or negative height has been found to bypass a
decompression bomb check. This will now raise a :py:exc:`SyntaxError` instead, in turn
raising a ``PIL.UnidentifiedImageError``.
