Minor str(bytes) call 
Some environments have strict mode to catch potential str<>bytes error. This is triggered by this line:

```
TiffImagePlugin.py3", line 996, in _open
    logger.debug("- ifh: {}".format(ifh))
BytesWarning: str() on a bytes instance
```
